What is the best city/town to live in near March Air Reserve Base (Riverside, CA)?

My husband and I are being transferred to Riverside,CA. We would like to know the safest and somewhat affordable (if that exists in CA) areas near the base. We can afford $1500-$1800 a month for rent or up to $290k for a mortgage.
